Biography

Charlie C.H. Lee is a founding partner of Moore & Lee, LLP. Mr. Lee concentrates in all areas of construction, government contracts and suretyship law concerning heavy industrial and commercial projects. His experience includes all phases of construction contracting, from contract formation and review to litigating and arbitrating disputes on behalf of contractors, subcontractors, sureties and owners.

Mr. Lee has prepared claims submitted to the United States Army Corps of Engineers, United States Department of Navy, United States Department of Justice and other federal and state agencies. He has prosecuted claims before the United States Court of Federal Claims, Armed Services Board of Contract Appeals, District of Columbia Contract Appeals Board, New York Sanitation Commission and the Maryland State Board of Contract Appeals. Mr. Lee has successfully handled delay, impact and inefficiency cases, default termination cases and prosecuted termination for convenience claims before various federal and state courts and boards.

In addition to Mr. Lee’s construction law practice, he has vast experience representing healthcare institutions, including long-term healthcare facilities. Mr. Lee has managed and tried a variety of healthcare litigation matters in state and federal courts around the United States.

Mr. Lee has extensive bench and jury trial experience and has litigated cases before various federal and state courts in Virginia, Maryland, the District of Columbia, West Virginia, Kentucky, North Carolina, Georgia, Alabama, New York, Indiana, Florida, Louisiana, Colorado, California, Pennsylvania, New Jersey, Illinois, Michigan, Arizona, Missouri and administrative boards of contract appeals. His appellate practice includes appeals in the Supreme Court of Virginia, Maryland Court of Special Appeals, Florida District Court of Appeals, Indiana Court of Appeals, California Court of Appeals, the United States Court of Appeals for the Fourth, Ninth, Eleventh and Federal Circuits and the United States Supreme Court.

Mr. Lee serves as an arbitrator on the Construction Panel for the American Arbitration Association.

Personal

Mr. Lee is a former five time world karate champion, a member of the Black Belt Hall of Fame, holds a 7th degree Black Belt in Tae Kwon Do and serves as the Commissioner of the North American Sport Karate Association.
