Matthew P. Lee
Matthew P. Lee is an associate at Moore & Lee, P.C. His practice primarily focuses on the defense of corporate and individual healthcare providers, including claims against skilled nursing facilities, assisted living facilities, memory care providers, hospice providers, acute care facilities, and insurers and investment groups. Mr. Lee’s practice also includes a diverse range of commercial litigation matters. He assists clients with case evaluation, management, and implementation of efficient legal strategies to obtain favorable outcomes in litigated disputes.
Mr. Lee’s career began at a plaintiff’s litigation firm in Chicago, where he successfully represented clients against long-term healthcare providers in claims of elder abuse and neglect, wrongful death, and medical malpractice. Thus, he has an enhanced understanding and knowledge of the strengths and weaknesses of negligence claims brought against long-term healthcare providers. Mr. Lee’s valuable experience as a plaintiff’s attorney gives him a unique perspective and approach in the defense of long-term healthcare providers, allowing him to anticipate opposing legal arguments and strategies and provide the most comprehensive representation of his clients in all stages of litigation.
Mr. Lee is a Chicago-Kent College of Law, Illinois Institute of Technology graduate. While attending law school, he competed in the school’s nationally ranked Trial Advocacy program and worked as a judicial extern for the Cook County Judicial Circuit Court. As a judicial extern, Mr. Lee participated in pretrial conferences, and he observed and evaluated multi-faceted issues of complex dispute resolution involving various matters related to personal injury and commercial litigation.

Elizabeth L. McGee
Elizabeth L. McGee is an associate attorney at Moore & Lee, P.C., where she focuses on a wide range of commercial litigation matters, including construction disputes, healthcare litigation, and class actions.
Before earning her J.D. From Georgetown University Law Center, Elizabeth worked as a paralegal at Moore & Lee, gaining hands-on experience in complex litigation and case management. She later returned to the firm as a summer associate in 2022 before officially joining as an associate upon graduation.
During law school, Elizabeth honed her advocacy skills as a student-attorney with the Federal Legislation Clinic, where she represented nonprofit clients navigating pending legislative issues on Capitol Hill.

Evan Charles Taylor
Evan Taylor is an associate at Moore and Lee, P.C. Evan focuses on construction law and commercial litigation, including representing owners, contractors, design professionals, and developers.
Evan’s experience includes working as a legal intern for one of the nation’s largest general contractors. Prior to his legal career, Evan worked as a project engineer for a construction and development firm in South Florida.
Evan graduated from the University of Florida Levin College of Law. While in law school, Evan served as the Chair of Arbitration Competitions for the Alternative Dispute Resolution Team and a Research Editor for the Journal of Technology Law and Policy.

Maia Dombey
Maia Dombey is an associate attorney in Moore & Lee, P.C.’s Fort Lauderdale office, with a focus on a wide range of commercial litigation matters. Maia graduated cum laude from University of Miami School of Law, where she was Editor-In-Chief of the International and Comparative Law Review and a HOPE Public Interest Scholar. Maia also worked as a student-attorney in Miami Law’s International Human Rights Clinic, where she focused on advocacy related to violence against indigenous women and submitted amicus brief to the African Court of Human and Peoples’ Rights about discriminatory use of vagrancy laws on marginalized communities.
Before joining Moore and Lee, she gained valuable experience at Miami boutique litigation firms, where she developed skills in a vast range of commercial and individual litigation matters, including complex commercial litigation, employment litigation, and probate litigation, among others. Maia also has experience in healthcare-related transactional matters. Prior to pursuing her legal career, Maia earned her B.A. in Journalism and Political Science at New York University in 2017.
In addition to her legal practice, Maia is actively involved in the Greater Miami Jewish Federation’s Leadership Development Institute and is a member of its Jewish Education Committee.

Kenny Rafter is an associate at Moore & Lee, P.C. He focuses on construction law, representing contractors, subcontractors, engineers, and owners.
Kenny brings a unique blend of legal expertise and extensive, hands-on experience in the construction industry. Before joining Moore & Lee, Kenny worked for leading engineering firms and contractors, overseeing complex transportation infrastructure projects in Virginia, D.C., and Maryland. This practical experience has given him valuable insights into construction operations and project management, which he now leverages in his legal practice. In addition to his legal qualifications, Kenny is a licensed Professional Engineer in Virginia.
Kenny graduated cum laude from The Catholic University of America, Columbus School of Law. He attended law school while working full-time at a large engineering firm. Kenny worked as a Summer Associate at Moore & Lee and continued at the firm as a full-time law clerk during his final year of law school.

Brandon C. Lee
Brandon C. Lee is a litigator with a focus on complex commercial and construction litigation. Allison R. Hemmer
Allison R. Hemmer is an associate at Moore & Lee, P.C. Her practice primarily focuses on long term healthcare law and representing owners, contractors, subcontractors, and developers in complex commercial litigation.
Ms. Hemmer joined Moore & Lee following her graduation from George Mason University School of Law. In law school, Ms. Hemmer was active in the moot court board and, during her third year, served as Managing Justice of the board. She also served on the Civil Rights Law Journal as an articles editor, as well as a Writing Fellow during her third year, where she taught a class of first year students Legal Research and Writing. Ms. Hemmer also served on the Mason Veterans and Service members Legal Clinic during her second year, assisting veterans with a variety of civil matters including landlord tenant issues, adoptions, and contract disputes.

Zackary J. Rogers
Zackary Rogers is an associate at Moore & Lee, P.C. His practice focuses on helping clients navigate all phases of complex and multi-party commercial litigation.
Zack represents owners, contractors, design professionals, and developers in construction litigation and government contract disputes. He has also represented manufacturers, major healthcare institutions, and investment groups, and has experience with class action litigation involving product liability and consumer protection claims. Zack has particular experience managing discovery in high-volume, document-intensive litigation, coordinating attorneys, experts, and consultants across jurisdictions, and shaping litigation strategy to advance his clients’ objectives at every stage. He has litigated high-stakes disputes in federal courts across the country, including in the Southern District of Florida, the Southern District of New York, the Eastern District of California, and the Western District of Oklahoma.

- Representing engineering firm in arbitration involving a $300+ million interchange reconstruction design-build project in Texas.
- Lead associate on team that represented engineering firm in federal court litigation against contractor related to a $800+ million design-build signature bridge project in Miami, Florida. Contractor sought more than $405 million in damages, while engineering firm pursued a counterclaim of more than $30 million for unpaid fees. Rachel E. Bauer
Rachel E. Bauer is an associate at Moore & Lee, P.C. Her practice includes representing various parties in complex commercial litigation and government contracts disputes. Ms. Bauer’s government contracts work involves various industries, including aerospace, transportation, and translation services. Notably, Ms. Bauer worked as a member of a team that successfully protested the exclusion of a government contract hidden from the competitive range for an approximately $700 million WMATA contract. Ms. Bauer also represents major healthcare and long-term care institutions, including privately and publicly owned senior care providers, acute care facilities, insurers, and investment groups.
Ms. Bauer joined Moore & Lee following her graduation from American University Washington College of Law. In law school, Ms. Bauer worked as a student-attorney for the Janet R. Spragens Federal Tax Clinic, where she represented and worked towards settlements for low income clients being audited by the IRS. Ms. Bauer also has experience in financial regulatory compliance.
