Devon B. Moore
Ms. Devon B. Moore is a principal in Moore & Lee, P.C.’s California office. Her practice is focused on the defense of corporate and individual long-term healthcare providers, including claims against skilled nursing facilities, residential care facilities for the elderly (RCFE), memory care providers, and hospice providers.
Devon has over 8 years of experience as an attorney in the long-term healthcare industry and has the unique and valuable experience of working as both a defense attorney and plaintiff attorney in this area of the law. Devon has effectively represented clients both for and against claims of elder abuse and neglect, dependent adult abuse and neglect, wrongful death, medical negligence, violation of patients’ rights, medical malpractice, personal injury, breach of contract, fraud, concealment, intentional and negligent infliction of emotional distress, exposure to COVID-19, breach of statutory duties, debt collections, and the negligent hiring, supervision, and retention of employees. She also has experience representing acute care hospitals and litigating against physicians. She has successfully assisted clients with case management, liability evaluations, litigation through trial, settlement negotiations, mediations, and conflict resolution.
Devon has worked as an attorney in various other legal fields, including representing contractors and subcontractors in construction defect claims and complex commercial litigation, homeowners’ association disagreements, property management law, premises liability, products liability, workers compensation, contract law, professional negligence, intentional torts, business law, sexual battery, assault, and criminal law, in addition to working as a certified law clerk at the Orange County Public Defender’s Office.
Devon is a Southern California native. She graduated from the University of California, Irvine, in 2012, earning a bachelor’s degree in Psychology. In 2015, she received a Juris Doctorate degree and graduated Cum Laude from Western State College of Law and passed the California bar exam. During law school, she was an intern at a law firm specializing in the long-term healthcare industry, achieved Honor Roll and a Merit Scholarship each year, a Witkin award, and a Criminal Law Certification with distinction. In 2016, Devon was admitted to the State Bar of California and the State Bar of Nevada. In 2017, she passed the Uniform Bar Exam making her eligible for admittance into twenty-eight additional State Bars.

Devon enjoys playing piano and singing in the band “Sunnymoon”, yoga, meditation, gardening, half-marathons, snowboarding, wakeboarding, swimming, surfing, hiking, and golfing. She also enjoys traveling, attending concerts, museums, watching sports, the beach, and spending time with her husband and two dogs.

David J. Todd
David J. Todd is a principal at Moore & Lee, P.C. His practice focuses on representing contractors, subcontractors, owners, developers, sureties, insurers, architects, and engineers in private and public construction disputes in state and federal court, arbitration, and mediation. Mr. Todd’s litigation experience includes a wide range of commercial, industrial, public works, and residential construction projects including office buildings, hotels, schools, apartment buildings, power plants, bridges, highways, condominiums, convention centers, hospitals, assisted living facilities, mixed-use projects, military and other government facilities, and public transportation projects. Mr. Todd also drafts and negotiates construction and design contracts, advises clients in contract administration, and prepares and evaluates claims arising in public and private construction contract settings.
In addition to construction disputes, Mr. Todd also represents clients in complex government contract disputes and commercial litigation. Similar to his construction practice, he has represented government contractors in disputes in state and federal court, arbitration, mediation, and at contract boards of appeals. Mr. Todd also has experience advising clients in commercial disputes, such as payment disputes, teaming agreements, non-compete clauses, non-solicitation clauses, landlord-tenant disputes, and Uniform Commercial Code (UCC) disputes.
Prior to becoming an attorney, Mr. Todd previously served as the firm’s senior paralegal in which he gained significant experience in all aspects of e-discovery while managing the firm’s complex and document-intensive construction, government contract, and long-term healthcare cases. While attending law school, Mr. Todd also worked as a full-time law clerk for the firm.
