Thomas L. Wilson
Thomas L. Wilson is a Principal and Shareholder at Moore & Lee, P.C. He represents clients in complex commercial litigation with a focus on construction and government contracts. Thomas has handled matters across the United States, from pre-suit disputes through mediation, arbitration, and litigation in state and federal courts.
Thomas represents all tiers of the construction industry—including owners, developers, contractors, construction managers, design professionals, and subcontractors on projects ranging from bridges and highway infrastructure to power plants, convention centers, sports stadiums, schools, hotels, assisted living facilities, and mixed-use developments. His experience spans both public and private projects nationwide.
In addition to litigating, Thomas helps clients proactively manage risk. He drafts and negotiates contracts, advises on contract administration, and develops strategies to resolve disputes before they escalate into costly disputes. He also prepares and evaluates claims arising under both government and commercial construction contracts.

- Representing engineering firm in arbitration involving a $300+ million interchange reconstruction design-build project in Texas.
- Lead counsel for engineering firm in federal court litigation against contractor related to a $800+ million design-build signature bridge project in Miami, Florida. Contractor sought more than $400 million in damages, while engineering firm pursued a counterclaim of more than $30 million for unpaid fees. Secured favorable summary judgment rulings, leading to a settlement on the eve of trial that resulted in a net recovery for engineering firm.
- Represented construction manager in state court litigation against public owner and its owner’s representative involving a $600+ million convention center project in Florida. Multimillion-dollar settlement obtained during trial.
- Lead counsel for owner in state court litigation against general contractor, subcontractors, architect, and engineer involving construction and design defects on a newly constructed apartment building in Michigan. Successfully negotiated multimillion-dollar settlement prior to trial.
- Successfully defended general contractor in a jury trial against subcontractor involving a $58 million high school construction project.
- Obtained arbitration award in favor of owner and against contractor in breach of contract dispute.

Jason C. Constantine
Jason C. Constantine is a Principal and Shareholder at Moore & Lee, P.C. Mr. Constantine’s practice focuses on construction law, commercial litigation and government contracts.
Mr. Constantine’s experience includes representing clients in connection with complex litigation of construction, commercial and government contracts disputes in state and federal courts, arbitration and mediation. Since joining the firm, his practice has included representing owners, developers, general contractors, government contractors, architects, engineers, subcontractors and sureties in a wide variety of matters including claims related to change order disputes, construction defects, design errors and omissions, delay, inefficiency, loss of productivity, escalation, termination, mechanic’s liens and performance and payment bonds.
Mr. Constantine’s litigation experience includes a broad range of residential, commercial, industrial and public works projects including apartments, hotels, schools, senior living facilities, commercial office buildings, condominiums, hospitals, government facilities, power plants and public transportation projects involving roads and bridges. Mr. Constantine also drafts and negotiates construction and design contracts and advises clients on contract administration issues throughout performance of projects to avoid litigation, or to best position clients in the event disputes lead to litigation.

- Serves as outside general litigation counsel for a large private equity firm’s real estate group. Advises client on all aspects of construction, commercial, real estate, insurance, litigation and transactional matters related to developments throughout the United States.
- Represented owner in complex state court litigation against general contractor, subcontractors and designers related to a dispute over construction and design defects on a multi-family project in Colorado. Successfully negotiated settlement prior to trial.
- Represented engineer in complex federal court litigation related to design errors and omissions, cost overruns and delays involving a large P3 project for the design and construction of bridges throughout Pennsylvania. Successfully negotiated settlement prior to trial.
- Represented general contractor in state court litigation against county government related to delays, construction defects and change order disputes in connection with the construction of a school project in Maryland. Obtained judgment on behalf of client following trial.
- Represented owner in state court litigation against general contractor, subcontractors and designers related to a dispute over construction and design defects on an apartment project in Michigan. Successfully negotiated settlement prior to trial.
