Maia Dombey

Maia Dombey is an associate attorney in Moore & Lee, P.C.’s Fort Lauderdale office, with a focus on a wide range of commercial litigation matters. Maia graduated cum laude from University of Miami School of Law, where she was Editor-In-Chief of the International and Comparative Law Review and a HOPE Public Interest Scholar. Maia also worked as a student-attorney in Miami Law’s International Human Rights Clinic, where she focused on advocacy related to violence against indigenous women and submitted amicus brief to the African Court of Human and Peoples’ Rights about discriminatory use of vagrancy laws on marginalized communities.

Before joining Moore and Lee, she gained valuable experience at Miami boutique litigation firms, where she developed skills in a vast range of commercial and individual litigation matters, including complex commercial litigation, employment litigation, and probate litigation, among others. Maia also has experience in healthcare-related transactional matters. Prior to pursuing her legal career, Maia earned her B.A. in Journalism and Political Science at New York University in 2017.

In addition to her legal practice, Maia is actively involved in the Greater Miami Jewish Federation’s Leadership Development Institute and is a member of its Jewish Education Committee.

Maia was born in Caracas, Venezuela, grew up in Broward County, and now lives in Miami, Florida. In her free time, Maia enjoys reading, traveling around the world, attending concerts, and doing Pilates.

Brandon C. Lee is a litigator with a focus on complex commercial and construction litigation. His practice includes prosecuting and defending business disputes, general and professional liability claims, large-scale industrial and commercial construction matters, government contracts, healthcare and senior living liability, and class action litigation.

Mr. Lee has experience handling complex legal disputes arising from construction projects across the country. He has helped architect and engineering firms, contractors, and subcontractors navigate and resolve legal disputes involving construction and design defects, breach of contract, and negligence.

In addition to his construction practice, Mr. Lee has assisted Fortune 500 companies, investment groups, and major senior living organizations in a variety of commercial disputes. He also has experience with high-stakes class actions involving product liability and consumer protection claims.

Allison R. Hemmer is an associate at Moore & Lee, P.C. Her practice primarily focuses on long term healthcare law and representing owners, contractors, subcontractors, and developers in complex commercial litigation.

Ms. Hemmer joined Moore & Lee following her graduation from George Mason University School of Law. In law school, Ms. Hemmer was active in the moot court board and, during her third year, served as Managing Justice of the board. She also served on the Civil Rights Law Journal as an articles editor, as well as a Writing Fellow during her third year, where she taught a class of first year students Legal Research and Writing. Ms. Hemmer also served on the Mason Veterans and Service members Legal Clinic during her second year, assisting veterans with a variety of civil matters including landlord tenant issues, adoptions, and contract disputes.

Ms. Hemmer worked as a summer associate at Moore & Lee during the summer of 2020.

Zackary Rogers is a Senior Associate at Moore & Lee, P.C. His practice focuses on helping clients navigate all phases of complex and multi-party commercial litigation.

Zack represents owners, contractors, design professionals, and developers in construction litigation and business disputes. He has also represented manufacturers, major healthcare institutions, and investment groups, and has experience with class action litigation involving product liability and consumer protection claims. Zack has particular experience managing discovery in high-volume, document-intensive litigation, coordinating attorneys, experts, and consultants across jurisdictions, and shaping litigation strategy to advance his clients’ objectives at every stage. He has litigated high-stakes disputes in federal courts across the country, including in the Southern District of Florida, the Southern District of New York, the Eastern District of California, and the Western District of Oklahoma.

Zack earned his J.D., cum laude, from George Mason University School of Law, where he served as Senior Notes Editor of the George Mason Law Review and was a member of the moot court board. He interned for the Honorable Penney S. Azcarate of Virginia’s Nineteenth Judicial Circuit before joining Moore & Lee as a summer associate.

• Representing engineering firm in arbitration involving a $300+ million interchange reconstruction design-build project in Texas.
• Lead associate on team that represented engineering firm in federal court litigation against contractor related to a $800+ million design-build signature bridge project in Miami, Florida. Contractor sought more than $405 million in damages, while engineering firm pursued a counterclaim of more than $30 million for unpaid fees. Secured favorable summary judgment rulings, leading to a settlement on the eve of trial that resulted in a net recovery for engineering firm.
• Represented boutique fitness company in dispute against architect arising from defective design and project delays across multiple commercial construction projects; secured a favorable ruling on the architect’s dispositive motion, resulting in a six-figure settlement for the client.
• Member of team that successfully defended manufacturer and distributor against putative class action product liability claims seeking as much as $2 billion in damages by securing the complete exclusion of the plaintiffs’ damages and liability experts, which ultimately resulted in all plaintiffs voluntarily dismissing their claims with prejudice.
• Member of team that obtained a multi-million dollar settlement during trial for construction manager at risk in lawsuit against public owner and its owner’s representative involving a $600+ million convention center project.

Personal

• Originally from the South Carolina–Georgia CSRA, Zack grew up along the banks of the Savannah River and still enjoys spending time outdoors—most often on the tennis court or tending to his plants. He also enjoys exploring Washington, D.C.’s restaurants and local dining scene, particularly around Logan Circle.

Rachel E. Bauer is a Senior Associate at Moore & Lee, P.C. Her practice includes representing various parties in complex commercial litigation and government contracts disputes. Ms. Bauer’s government contracts work involves various industries, including aerospace, transportation, and translation services. Notably, Ms. Bauer worked as a member of a team that successfully protested the exclusion of a government contract hidden from the competitive range for an approximately $700 million WMATA contract. Ms. Bauer also represents major healthcare and long-term care institutions, including privately and publicly owned senior care providers, acute care facilities, insurers, and investment groups.

Ms. Bauer joined Moore & Lee following her graduation from American University Washington College of Law. In law school, Ms. Bauer worked as a student-attorney for the Janet R. Spragens Federal Tax Clinic, where she represented and worked towards settlements for low income clients being audited by the IRS. Ms. Bauer also has experience in financial regulatory compliance.

Prior to joining the firm as an associate, she worked at Moore & Lee as a summer associate where she was part of a trial team in a multi-week trial against a local government entity.
