Zackary Rogers is an associate at Moore & Lee, P.C. His practice focuses on helping clients navigate all phases of complex and multi-party commercial litigation.
Zack represents owners, contractors, design professionals, and developers in construction litigation and government contract disputes. He has also represented manufacturers, major healthcare institutions, and investment groups, and has experience with class action litigation involving product liability and consumer protection claims. Zack has particular experience managing discovery in high-volume, document-intensive litigation, coordinating attorneys, experts, and consultants across jurisdictions, and shaping litigation strategy to advance his clients’ objectives at every stage. He has litigated high-stakes disputes in federal courts across the country, including in the Southern District of Florida, the Eastern District of California, and the Western District of Oklahoma.
Zack earned his J.D., cum laude, from George Mason University School of Law, where he served as Senior Notes Editor of the George Mason Law Review and was a member of the moot court board. He interned for the Honorable Penney S. Azcarate of Virginia’s Nineteenth Judicial Circuit before joining Moore & Lee as a summer associate.

- Member of team representing engineering firm in a dispute relating to an interchange improvement and reconstruction project in Texas.
- Lead associate on team that represented engineering firm in federal court litigation against contractor related to a $800+ million design-build signature bridge project in Miami, Florida. Contractor sought more than $405 million in damages, while engineering firm pursued a counterclaim of more than $30 million for unpaid fees. Secured favorable summary judgment rulings, leading to a settlement on the eve of trial that resulted in a net recovery for engineering firm.
- Member of team that successfully defended manufacturer and distributor against putative class action product liability claims seeking as much as $2 billion in damages by securing the complete exclusion of the plaintiffs’ damages and liability experts, which ultimately resulted in all plaintiffs voluntarily dismissing their claims with prejudice.
- Member of team that obtained a multi-million dollar settlement during trial for construction manager at risk in lawsuit against public owner and its owner’s representative involving a $600+ million convention center project.
- Assisted in negotiating a six-figure settlement on behalf of a client involved in a multi-million dollar real estate transaction.
Personal
- Originally from the South Carolina–Georgia CSRA, Zack grew on the banks of the Savannah River and still enjoys spending time outdoors—usually playing golf or tennis or exploring restaurants in Washington, D.C.
